The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Platforms & Services Department (P&S) – Operations & Service Desk Division (OSDK) – IT Operations Unit (ITO), at its headquarters in Luxembourg, a

(Senior) Configuration and Change Manager.

This is a full time position at grade 5/6.

The term of this contract will be 4 years

Operating Network

You will report to the Head of IT Operations Unit, which is responsible for providing IT services for operation, monitoring & scheduling, operational processes, automation & orchestration.

You will collaborate with colleagues from across the EIB Group, including external consultants and suppliers of software and/or related services.


  • Propose and develop IT processes and services in the area of Change, Release, Asset and Configuration Management
  • Manage, implement, refine and enforce the change, release, asset and configuration management policies and processes
  • Coordinate with other ITIL Process Managers (e.g. Incident Manager)
  • Act as a facilitator, responsible for the overall project management change process (approval/reject changes, organise and coordinate review and reporting meetings for Change and Release Management (CAB)
  • Coordinate projects including managing consultants assigned to projects or during major incidents actively promoting teamwork and collaboration
  • Ensure ICT hardware and software assets and their configurations are known, recorded and accessible
  • Manage the Configuration Management Database (CMDB),  keep it up-to-date with high quality and completeness of Configuration Items (Cis)
  • Proactively drive continuous performance improvement and ensure that operational methods, procedures, facilities and tools are established, reviewed and maintained.
  • Provide expert advice and recommendations to find appropriate solutions and actions in the own area
  • Develop, establish and maintain constructive and trustful relationships, as well as efficient communication, with all internal and external stakeholders (e.g. customer, consultants, service providers and other services in the EIB)


  • University degree, preferably in Computer Science, Information Systems or other relevant, .
  • At least 5 years of relevant experience in managing ITIL processes with focus on Change/Release/Asset/ Configuration Management,
  • ITIL Foundation Certification is required
  • Experience in working with multicultural and international teams, preferably in the role of the IT Service Manager with the exposure to leading technical teams
  • Demonstrated experience in a large-scale, multi-platform environment, supporting 24×7 operations.
  • Familiarity with BMC Smart IT would be an advantage
  • Broad understanding of IT infrastructure, IT applications and architecture
  • Attention to detail in order to identify any early signs of potential big impact issues for IT infrastructure and/or clients
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
